URGENT NEED
Project Manager for Home Care Base and School Integration for Children with Disabilities, supported by UNICEF
 
The Operations Enfants du Cambodge is an organization not-for-profit, non governmental, not to be part of, or controlled by, government or an intergovernmental agency and not affiliated with any political party, working to save and protect the rights of children, without any exception, distinction, or discrimination based on the basis of race, color, sex, language, religion, political or other opinions, focusing principally on having the poor children, children with disabilities, orphans and vulnerable children affected by HIV/AIDS, children of landmine survivors and children addicted drug users, enjoyed equal opportunity, as their similar of normal conditions.
 
RESPONSIBILITIES:
  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements of the situations
  • Identifies resources needed and assigns individual responsibilities
  • Manages day-to-day operational aspects of the project and scope
  • Makes improvements, solves problems, or takes corrective action when problems arise
  • Gives presentations or briefings on all aspects of the project
  • Reviews deliverables prepared by team, and test all training aids, before exercising operations in the field
  • Effectively applies democratic governance and respecting vision and mission of OEC in compliant with donors or funding organization’s agreement
  • Prepares for engagement reviews and quality assurance procedures
  • Minimizes exposure and risk on project
  • Ensures project documents are complete, current, and stored appropriately
  • Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual difference
  • Evaluate project outcome, impact and collect feedback for next strategically planning
 
PROJECT ACCOUNTING:
  • Prepares budget plan; submits financial request; proceeds liquidation and reimbursement; tracks and reports financial balance on a monthly basis, or after finishing a series of activities;
  • Ensures that expenditure is kept within the agreed budget or as instructed by the funding organization;
  • Ensures that the accounts of Project income, expenses and receipts are original and true statement of financial transactions;
  • Determines appropriate resource recognition, ensures timely and accurate invoicing, and monitors receivables for project;
  • Write interim financial report and Final financial report;
COMMUNICATION:
  • Facilitates team and partner meetings effectively;
  • Holds regular status meetings with project team;
  • Keeps project team well informed of changes within the organization and general organization news;
  • Effectively communicates relevant project information to superiors, related local institutions;
  • Delivers engagingly, informative, well-organized presentations;
  • Resolves and/or escalates issues in a timely fashion;
  • Understands how to communicate difficult/sensitive information tactfully;
TEAMWORK:
  • Consistently acknowledges and appreciates each team member's contributions;
  • Effectively utilizes each team member to his/her fullest potential;
  • Motivates team to work together in the most efficient manner;
  • Keeps track of lessons learned and shares those lessons with team members;
  • Mitigates team conflict and communication problems;
  • Leads analytical and reflective analysis as continuous evaluation;
  • Plans and facilitates regular team activities outside of the office;
REQUIREMENTS:
  • Deep knowledge of Convention on the rights of the child (CRC), preventive measure against child abuse and rights of children with disabilities;
  • Pedagogic knowledge and inter-cooperative learning methods;
  • Knowledge of Cambodian Law on The Protection and The Promotion Of The Rights of Persons with Disabilities;
  • Leader quality and human skills
